The application for Winona County's first frac sand mining site has been found complete so the County Planning Commission will hold a public hearing on the request for a permit Thursday evening.
County Planning and Environmental Services Director Jason Gilman told the County Board the 60 day clock on the permit request has started with September 18th being the deadline for final action.
The 20 acre site is in Saratoga County and is owned by David and Sherry Nisbit. Gilman said the plan is to truck the mined sand to Winona. Gilman said the Planning Department has notified the cities of Winona, Stockton, Altura and Utica of the proposed haul route which will affect each of those cities.
The public hearing will be held at the County Government Center at 7:00 p.m. Thursday. The commission is expected to issue a recommendation on the permit request to the County Board which will make the final decision.
