Winona Police are seeking criminal charges against a 24-year-old Winona man accused of striking two young children. 

Police Sargent Chris Nelson said authorities are asking the county attorney's office to file fifth degree assault and malicious punishment of a child charges against Joshua Lee Carpenter.  Williams said Carpenter is accused of striking the 8 and 12-year-old children with a riding crop. One of the children had bruises on his body.
                     
Williams said police went to the home after the Winona County Human Services Department received a tip from someone.  Carpenter was not held in custody.
