Neighborhood Revilalization Program



Minnesota Housing is pleased to announce an investment of more than $126 million for developments that will create and preserve 1,823 units of affordable housing statewide, including $325,000 for the City of Winona to preserve owner-occupied homes.

Winona homeowners can take advantage of these funds through the City of Winona East Central Neighborhood Revitalization Program.

“The East Central Neighborhood Revitalization Program is a wonderful way for homeowners (owneroccupied home) to obtain financing to improve energy efficiency by adding insulation and replacing outdated windows and doors, along with updating mechanical systems.

The funding can also be used to address lead paint hazards, replace siding and roofing, and make accessibility improvements so homeowners can age in place,” said Community Development Specialist Nick Larson.

The agreement between Minnesota Housing and the City of Winona will occur in November or December,When the East Central Neighborhood Revitalization Program is ready to launch, at which time the City of Winona will issue a public notice and press release announcing a public meeting to explain the details and answer questions regarding the East Central Neighborhood Revitalization Program.
