Because of the Martin Luther King Junior national holiday on Monday, the Winona City Council will meet on Tuesday night instead.
The council will hold a public hearing on proposed amendments to the city's frac sand moratorium that is set to expire in March.
The City Planning Commission has prepared recommendations and now it's the public's chance to comment on the commission's report.
The council will also hold a public hearing on an appeal filed by Winona Area Citizens Concerned about Sand Mining. The group is appealing an earlier decision by the council to double the number of barges C-D Corporation can fill with frac sand each month at the commercial harbor from 24 to 48.
The council will meet at 6:30 p.m. Tuesday and their meeting is open to the public.
