County Board-Hebert



The Winona County Board of Commissioners voted 4 to 1 Tuesday night to approve an amended employment agreement to County Administrator Duane Hebert.

Earlier this month the board held a closed-door evaluation of Hebert's job perfomance. Board Chair, Wayne Valentine, said the results were positive, noting his leadership and helping to reduce recent levy amounts.

The agreement does not actually include a raise. It merely re-allocates Hebert's compensation so that the $7,479-dollars he has been putting into a county employee development and recognition account will now go directly to him.

Hebert says he agreed to pay a portion of his wages into the fund when he was hired four years ago to jump start a program that had been dropped.

The county has allocated funds in it's budget to replenish the employee development account.
  
Commissioner Steve Jacob voiced concerns over the wording of the agreement and said he hoped to have the current County Attorney look it over before he voted, but he did vote yes.

Commissioner Marcia Ward cast the lone no vote. Ward had concerns about why the original $4,200 that Hebert chose to put into the employee development fund grew to the current $7,000 plus dollars. The amount was increased yearly due to cost of living adjustments to Hebert's wages.

The amended agreement would pay Hebert a total of   $117,406.
