The Winona County Board of Commissioners Tuesday will take a final vote on a conditional use permit for what would be the county's first frac sand mine.
Board members will consider a permit for the proposed Nisbit sand mine in Saratoga Township that is about 19 acres in size.
The petition for the permit has been on hold since September of 2012 and contains 37 different conditions the developers would have to follow in order to operate the mine. The county's moratorium on sand mines expired in March.
New materials have been submitted by the petitioner which include an alternative to the road use agreement, and some changes to the mining plan. The City of Winona is requesting a transportation impact analysis and a full haul route from the mine to where the sand be shipped either by rail or by barge.
The meeting starts at 9:00 a.m. Tuesday at the County Government center.
In other business, the board will be asked to approve the renewal of the county's participation in a multi-county fraud prevention investigation unit which includes Fillmore, Houston, and Wabasha County Human Services Departments to be paid for by state grant funding.
