A 26-year-old Rochester man is scheduled to make his initial appearance in Winona District Court on July 5th, after being accused of four separate sales of a controlled substance to a confidential police informant.
                 
Kevin Ladal Mitchell is accused, in a criminal complaint, of four fourth degree felony counts of sale of a controlled substance, and one fifth degree count.  The sales are alleged to have taken place last October 10th, November 11th, and December 10th and 12th.
                
The alleged drug was MDPV, more commonly known as "Turbo," a type of meth.  The total mount was about 8.5 grams.
