(KWNO)-A special election to fill the third district seat on the Winona County Board is Tuesday August 8. Bill Spitzer and Josh Elsing are vying for the seat which covers the northwest portion of Winona County.
Spitzer is a former Winona County Sheriff’s deputy and was the mayor of Saint Charles from 2005-2014. Elsing runs an agricultural supply company and is the former mayor of Altura. Residents of the third district can vote in the special election at their normal polling location.
