Planning Commission-Frac Sand



The Winona City Planning Commission Monday discussed a  possible nonconformity agreement with Biesanz Stone Quarry operation to regulate any future facility expansion.
         
Assistant City Planner Carlos Espinosa says the agreement would put limits on where and how much they could mine.

The first draft also addresses issues including hours of operation, depth of mining, proximity to residential areas, and
plans for fugitive dust control.

Espinosa says he expects to bring the matter before the City Council in July or August after staff gathers more information about the quarry's dust mitigation plan. He says Biesanz is in agreement with the proposed regulations.

The commission plans on studying each of the eight exisiting sand operations in Winona on a site by site basis.

The commission will bring recommendations to the City Council before the year long frac sand moratorium expires.
