A Winona teacher and military veteran has received a $13,600 donation from the National Education Association's national convention.
WCCO television is reporting Matt Reuter, who teaches at Goodview Elementary School, had the cost of his substitute teacher deducted from his pay while he was on active duty in Afghanistan with the Air Force Reserves in 2011. At that time Minnesota law said school districts had to pass the substitute teacher's cost on to the teacher the substitute replaced.
This past spring State Representative Gene Pelowski of Winona, and a fellow teacher, authored legislation ending the practice. The law was included in the legislature's K-12 education omnibus bill.
The cost for Reuter's substitute teacher while Reuter was on active duty was $11,300. Reuter has taught in the Winona district for 13 years.
