A 20 year old Minnesota City man is facing felony criminal vehicular homicide charges in Winona District Court in connection with a February incident that claimed the life of a female pedestrian.
                   
According to a criminal complaint, Robert John Tofstad is also accused of careless driving and underage drinking and driving.  The complaint said a vehicle driven by Tofstad on February 12th allegedly struck the woman on East Broadway near Liberty Street after she stepped into the street from between parked cars.
                   
According to the complaint, Tofstad admitted to driving the vehicle. Police officers who responded to the scene said windows in the vehicle were heavily frosted over and did not appear to have been scraped.  Witnesses said it appeared the woman, who was not in a crosswalk,  stepped into the street without looking for traffic.
                  
The incident happened just before 8:00 a.m.  Tofstad is scheduled to make his initial court appearance on October 4th.
