Three candidates for the Third District seat on the Winona County Board of Commissioners were narrowed to a pair Tuesday in the primary election. Steve Jacob received 503 votes and incumbent Mena Kaehler got 381votes. 295 votes were cast for Bruce Speltz. Jacob says his win was a community effort and he's ready to represent the people. Jacob founded the group Land Owners of Winona County, which opposed the county's land-use ordinance that was approved by the board in 2010. Kaehler is finishing her first term in office and is currently the board chair.
