Voter turnout in Winona County was light on Tuesday in the primary election.  It was the first time the primary was held in August and Winona County had a 14.5% turnout.
                    
Out of 28,210 eligible voters, just 4-thousand-72 cast ballots.  Minnesota Secretary of State Mark Ritchie had predicted a statewide voter turnout of about 15%.
