The company seeking to construct a $70 million sand processing plant near St. Charles says a citizen petition against the project is no longer valid.
                 
Minnesota Proppant sent a letter to the Winona County Board of Commissioners this week saying the anti-frac petition from over 500 county residents, should not be considered because of proposed changes the company has made to the original plan.
                 
The Rochester Post-Bulletin reports the new plan proposes to have sand shipped to the plant underground in a slurry system cutting down on the large number trucks transporting it in and around St. Charles.  Since many of the residents who signed the petition opposed the large number trucks, Minnesota Proppant said, the petitiion is no longer valid.
