With the resumption of classes at Winona's three colleges police have stepped up their enforcement of the drinking laws.  Police officers have resumed in the downtown area and areas around Winona State University.
               
Police reported there were as many as 18 citations issued either Friday night or early Saturday for minor consumption. Another three citations were issued for public urination.  The walking patrols are expected to continue through the first few weeks of the new school year.
