The Winona Area Public School Board Thursday approved the district's preliminary 2013 property tax levy.
                  
The board approved a preliminary 2013 property-tax levy of about $11.79 million, about 2.9 percent less than last year’s $12.13 million levy.
                  
Fiscal Affairs Director, Dan Pyan, says declining enrollment was a key reason why the levy amount is lower.

Minnesota school districts must certify a preliminary levy by October 1st and finalize it by the end of December. The approved preliminary amount can’t increase its tax levy but can be reduced.
