According to Jim Gurley, who is with the Winona County Citizens Against Sand Mining group, the vote was 4-to-3 Thursday night on a recommendation to not order an EAW for the Nisbit project. A citizen's petition has been filed asking the County Board to order the EAW prior to issuing a permit for the Nisbit mine.
The County Board's final decision on the EAW and permit is due by mid-October. Earlier, the Planning Commission had issued a recommendation that the County Board approve a permit for the county's first sand mine.
