Sheriff Dave Brand said authorities stopped a vehicle driven by Collin James Petschow on Friday. A search turned up the items inside the vehicle.
Brand said Petschow had been the focus of an investigation for the past several months by the Southeastern Minnesota Narcotics and Gang Strike Force. Brand said Petschow had allegedly been involved in numerous undercover controlled drug buys prior to the traffic stop.
Brand said the case has been turned over to the Winona County Attorney's Office to determine formal charges against Petschow.
