Hennepin County Attorney Mike Freeman says a voter I-D amendment to the state's constitution could be expensive for Winona County.
              
Freeman was in Winona Wednesday talking about the amendment which will be on the November ballot, saying the Center for Election Integrety suggests the amendment could cost the state 50 million dollars, and Winona County alone as much as 500-thousand dollars.

Freeman also says if the amendment is approved it will be up to the 2013 legislature to work out the details of implementing it and that's like signing a blank check.

Freeman says the constitution should not restrict people's rights but should insure and protect them..
