Council-At-Large



Local businessman Paul Double is seeking the At-Large seat on the Winona city council being vacated by Debbie White and is being opposed by newcomer Gabriel Vargas.
                   
While Double also would be a newcomer to the council, he cites his previous service on the Winona Area Public School and Southeast Tech boards, along with his manufacturing and construction experience, as advantages if he is elected.

Vargas is a Winona State graduate in social work, and a former WSU football player who has worked in healthcare in Wisconsin and for the county. He says the city needs to make more use of the expertise from the Winona colleges to help
improve the local economic climate.

While the entire city will cast ballots for the At-Large seat in November, the council member must live in either the third or fourth ward
