A candidate running for mayor in St. Charles has been convicted on drug charges in Winona District Court.
Stephan Thomas Conlin was on trial for four days last week on felony counts of sale of marijuana and possession of small amounts of illegal drugs. The Winona County jury deliberated Friday and returned guilty verdicts on both charges. Conlin's name will be on the November 6th ballot opposing current Mayor Bill Spitzer.
Court records indicate Conlin was arrested in late October of 2010 after authorities acted on a search warrant and seized some 17 pounds of high grade marijuana from his home worth an estimated $85,000. Some plants were taken from Conlin's home and from a shed...and more plants were found at his barber shop.
The investigation had been conducted by the Southeastern Minnesota Narcotics and Gang Strike Force.
