Salyards was seeking the third ward seat on the council to replace his wife, Deb Salyards, who passed away last summer. He received 1443 votes to Pamela Eyden's 1475, a difference of just 32 votes.
City Clerk Monica Hennessy Mohan told Winona Radio News that Salyards indicated to her that he will not contest the final results.
Eyden has been serving on the City Planning Commission. The council is expected to appoint Eyden to fill the council vacancy within 30 days following this week's election.
