Planning Commission-Frac Sand



The Winona City Planning Commission Monday voted to approve the draft final report on its frac sand moratorium study and set a public hearing next month.

Since last spring the commission has been reviewing various issues regarding a number of proposed sand processing and hauling proposals in the city.

The draft report is broken down in four amendements ... mining ordinances, which includes air quality monitoring and number of trucks allowed to haul each day, moisture testing, sand processing and transportation and transportation and road wear.                      
              
Commissioner Brian Buelow  voted against all except the sand processing amendment. Buelow says questions concerning blowing sand and possible health risks have not been addresses fully.

Board chair Craig Porter responded by noting the city already has the power of fining companies who don't follow current ordinances about air quality.
The commissioners approved Monday, December 10th for a public hearing at 4:30 p.m. in council chambers at City Hall. Following the public hearing the next step would be to present the final draft report to the City Council for final approval.
