Frac Sand-CD Corp

Following an often testy public hearing that lasted more than 2 hours, the Winona City Board of Adjustment voted 4 to 0 in favor of a request to increase barge shipments of frac sand out of the Winona commercial harbor.

CD Corporation wants to double the number of frac sand barges leaving the city's port from 24 to 48 barges per month.

Dan Nisbit, co-owner of CD Corp, told the board their operations need to expand to attract more business.

Jim Gurley was one of a dozen or so people who spoke about dust, truck traffic and health concerns. Gurley told the board that makes frac sand different than other commodities being transported by truck.

At one point, the Winona Police Department was called because Gurley  would not limit his comments to the specific topic after repeated requests to do so. The officer remained in the hallway as the meeting continued without incident.

Chair Chris Sanchez abstained from voting after revealing his company does business with C-D Corp.
Anyone wishing to appeal the decision can do so in which case the City Council would address the issue.
