Following a public hearing, the Winona City Planning Commission Monday voted to approve the draft final report on its frac sand moratorium study.
The draft report is broken down in four amendements ... mining ordinances, which includes air quality monitoring and number of trucks allowed to haul each day, moisture testing, sand processing and transportation and transportation and road wear.
Assistant City Planner Carlos Espinosa said the commisioners heard from several people against the amendements and several in favor, including Dan Nisbit, Richard Mikrut, who operate sand businesses, and Della Schmidt, President of the Winona Chamber of Commerce.
Espinosa says the next step will be to present the draft report to the City Council for final approval early in 2013.
Brian Buelow cast the lone no votes on the 2nd and 4th amendments.
