Mayor Bill Spitzer told Winona Radio News the city council will address the issue probably at its first meeting in January.
Former Police Chief Bill Eckles resigned his position about two weeks ago following a closed meeting with the city council.
St. Charles police officer Chris Lennon was appointed as the acting chief at that time. Lennon has been with the police department since 1986.
Eckles was appointed police chief in 2004 and had been with the department also since the 1980s.
