Council-Frac Sand



The Winona City Council held an informational meeting  Monday prior to its first regular meeting of the new year and heard a presentation on the city's sand moratorium study final report.
                       
The Winona City Planning Commission approved the draft final report last month.  

Assistant City Planner Carlos Espinosa says any frac sand expansion inside city limits would have to obtain a conditional use permit and abide by the new sand regulations, including bluffs and valleys.
Espinosa told the council that students from UW-Eau Claire will be in town next week to conduct air quality monitoring at sand sites so the city can get a baseline level.

The draft report is broken down in four amendements ... mining ordinances, which includes air quality monitoring and number of trucks allowed to haul each day, moisture testing, sand processing and transportation and transportation and road wear.                      

The council will hold a final public hearing at it’s next meeting,Tuesday, January 22nd, before voting on the final draft report .
