Deputy Police Chief Tom Williams said the man sustained a large cut to his forearm during an incident Thursday in the 150 block of East Third Street that was reported at 8:56 a.m.
Williams said the victim got into a disagreement with 46 year old Edward Maurice Price IV who admitted he used a box cutter during a scuffle inside an apartment. Price was jailed on a felony count of second degree assault.
Williams said Price told officers the two had an earlier disagreement a few days ago that had resulted in Price being punched in the eye.
The latest incident followed an unrelated incident last Saturday where two men suffered stab wounds at an east end residence when a 19 year old Winona man complained about being awakened by a loud party at the residence.
