19-year-old Kenneth Curtis-Simon Gady is charged with a felony count of arson.
The U-S Fish and Wildlife Service and investigators said the charge stemmed from the burning of an information kiosk in Aghaming Park on December 25th. Police reports indicate the kiosk was valued at $2,500.
An arraignment hearing has been scheduled for February 20th.
The Fish and Wildlife Service had offered a 500-dollar reward after the damage was discovered.
The kiosk focused on the newly developed canoe trail around Aghaming Park and represented the first joint project between the City of Winona and the Refuge in the park.
It was dedicated during last year's Steamboat Days festival.
