Pelowski told Winona Radio News that contrary to accusations by Republicans, the proposed changes ask for lawmakers to provide amendments to bills at least 24 hours in advance to help lawmakers better understand them.
Pelowski says the proposed changes also call for a drop-dead date by which bills can be introduced before the legislative session ends. Floor debates on the proposed rule changes are expected this week.
