Winona County Commissioners decided to give the City of St. Charles a $28,388 rebate for recycling services the city provided for its residents in 2012.
That's because the city was paying Winona County for the county's curbside recycling program, which started a year ago, without receiving the county services. St. Charles has had its own curbside recycling program since 1998 and has now requested to be included in the county's program.
But since St. Charles has two years left on its current contract with a different provider, board members decided to allow St. Charles to determine if it wants to refund money for years 2013 and 2014. Part of the refunds would be from the $16 per parcel fee St. Charles will collect during those two years from its residents.
Winona County may consider adding St. Charles to the countywide program after 2014.
