City Council-Frac Sand

The Winona City Council Tuesday voted to send one of the amendments of the city's frac sand moratorium ordinance back to the Planning Commission for further study.

Two weeks ago the council approved 3 of the 4 ordinances to the city's frac sand moratorium that's set to expire March 13th.

3rd Ward Council member Pam Eyden supported the option that would require all frac sand operations to be subject to a Traffic Impact Analysis (TIA).

Councilman George Borzyskowski said trucks are a vital part of our day to day lives and putting too many restrictions on them could be a real negative ...

Council members Borzyskowski, Michelle Alexander and Paul Double voted no on the amendment.

The Planning Commission will meet and review the TIA amendment and will send it back to council for another vote as soon as March.

The council has already unanimously approved air quality monitoring, moisture testing and setbacks from residential properties as part of the sand moritorium ordinance.
