Authorities said Newell has a history of exposing himself in public places to both adult and young females. He also has a history of looking into windows of adult and young females. In one case Newell reached through a window and grabbed the leg of one victim while she slept. Newell was not known to his victims.
Under state law, police are required to notify the public when a level three sex offender moves into a community. The Department of Corrections defines a level three offender as one who is most likely to reoffend and that's why public notice is given.
Newell has completed his sentence and is not wanted by the police.
