Mining Amendments



A zoning committee in Buffalo County said proposed amendments to a county zoning ordinance along with a policy on mining procedures and standards would be administered through the county's Land Resources Department.
    
The zoning panel intends to have ordinance and policy plans completed and adopted in advance of a moratorium on new mining projects expiring on April 30.  Buffalo County has been under a moratorium on accepting new permit applications for nonmetallic mining for nearly a year.
    
The Buffalo County Board imposed a moratorium on new mining permits in response to rapid growth in the frac-sand mining industry.  Part of the plan now calls for expanded and more detailed permit application requirements.
    
Applicants for zoning conditional use permits to mine sand will be required to submit more detailed operational plans and maps in advance.
    
Advisory reviews by towns, zoning and highway managers also are included in the proposed procedures for handling mining projects in advance of permit actions by the county's board of adjustment.
