The Winona County Board Tuesday discussed possible changes to the county's zoning ordinance.
Commissioner Steve Jacob requested the discussion after he has heard concerns about certain parts of the Zoning Code including sections pertaining to non conforming uses and structures, the elimination over time of non conforming structures and road frontage requirements and the application of easements.
Jacob said he felt the main reason he won the election in November was the promise he would fight for land owners property rights.
Among the changes Jacobs is requesting, cleaning up language so the intent is more clear and making it easier to expand a current non-conforming structure.
Jacob is also recommending changing the section that says if a non-conforming structure is damaged to the extent of 50% of it's value, it should not be restored unless it comforms to the current ordinance. Jacob says that could put undue burdens on owners if the parcel in question lacks adequate replacement building site.
The board gave it's consensus to refer the changes to the Planning Commission for consideration and possible action.
