Buffalo County has adopted a new personnel policy manual that applies to all county employees with exceptions for law enforcement workers still under a collective bargaining contract.
The policy now includes highway, courthouse clerical, health and human services employee union and non-union personnel. Collective bargaining contracts with those unions expired under the new Wisconsin public labor law.
All non-contracted personnel employed by Buffalo County are now considered workers hired and employed at the will of elected county supervisors and management. The county board enacted policy says nothing contained in the manual should be construed as a guarantee of continued employment.
As county employer, supervisors intend to assist management departments in evaluating personnel and rewarding "exceptional performance" as well as addressing unacceptable work. Administration of the policy manual falls under the county administrative coordinator and county board Human Resources Committee.
