Winona Police said three people were cited with drug violations after officers were called to some reported suspicious activity early Wednesday.
Deputy Police Chief Tom Williams said an officer spotted four people inside a vehicle parked in the 650 block of East Third Street just before 2:00 a.m.
The officer observed one of the four with a glass pipe present it to another occupant.
That's when the officer moved in and questioned the four.
Cited with fifth degree possession of marijuana, possession of drug paraphernalia, and possession of a hyperdermic needle were: 28-year-old Max William Ruff and 26-year-old Cassandra Residence of Winona.
24-year-old Kristopher Residence was cited with possession of drug paraphernalia. The fourth person was not charged.
Williams said controlled substances were found inside the vehicle and inside a backpack that was inside the truck.
Ruff was jailed while the two Residences were released from custody.
