The Winona City Planning Commission Monday unanimously approved the new site plan for a proposed 20-unit lodging and boarding establishment at 520 Center Street.
The commission had twice voted against a previous plan but Bluff City Properties has made several changes and addressed previous concerns, including parking spaces for the facility, concerns about noise and light glare and drainage designs.
After consulting with the City Attorney, Assistant City Planner Carlos Espinosa says the city does have authority to vacate the property if the parking requirements are not met.
Espinosa says staff added a pair of conditions that will make sure the development meets City Code for parking and the applicant will provide an access easement over 62 Mark Street for parking at 520 Center Street prior to receiving a building permit.
The current site plan lays out plans for the required 20 off-street parking spaces, which would be located at 53 Mark Street, as well as an additional 14 parking spaces to be located at the nearby Tom Severson property.
