A level three convicted sex offender who was released from prison and took up residence in Winona last March, has been charged in a five-felony count criminal complaint in Winona District Court with sexually assaulting a Winona female.
The complaint charges 38-year-old Ramone Lamont Newell with criminal sexual conduct in the first, second, and third degrees, burglary, and sexual predatory conduct.
According to the complaint, Newell is alleged to have entered the woman's residence about 4:30 a.m. on April 25th and threatened her with a knife before he assaulted her in her bedroom. The woman was able to notify a friend using Facebook, because the suspect took her cellphone. The friend contacted police.
Based on a description from the victim and the matching of DNA taken from the bedroom, evidence was sent to the state crime lab. Authorities also were able to match a bootprint taken from outside the residence with a boot found in Newell's residence.
Newell has been held in the Winona County Jail on a probation violation pending the completion of the investigation.
Newell is also currently charged in Winona County with felony interference with privacy for conduct alleged to have occurred on August 12th.
Newell also has a history of sex-related and assault convictions in Olmsted County dating back to 2005.. In 2010 he was convicted in Winona County of felony interference with privacy an sent to prison.....
