The Minnesota Department of Transportation has identified a short-list of four contracting firms which will be sent requests for proposals for the Winona Highway 43 Bridge Project.
One of the four will be hired to handle the project under the Construction Manager Contractor role which bypasses the usual public bidding process.
Minn-DOT says the contracting firms were chosen based on their qualifications, including evaluation of the contractor's background, and experience with projects similar to the Winona Bridge Project.
The four finalists are: Lunda Construction of Black River Falls...Ames Construction of Burnsville, Minnesota...Edward Kraemer and Sons, Incorporated, from Burnsville, Michigan...and PCL Civil Constructors from Tampa, Florida.....
Technical proposals from the firms are due in mid-November with the final selection of the contracting firm expected in early to mid-December.
The two-bridge project is expected to begin next summer.
Minn-DOT says the Winona Bridge Project is the first to use the Construction Manager General Contractor procurement method.
Under this method a contracting team is hired during the design phase to aid in estimating costs. assessing project risks, reviewing construction staging and maintenance of traffic, plus tailoring the final design towards the most cost effective contractor means and methods.
