Winona County's first frac sand mine is expecting to begin operations as soon as this week.
Tom Rowkamp, the C-E-O and mine operator, told the Winona County Board of Commissioners Tuesday the Nisbit mine in Saratoga Township is nearly ready to begin its operations.
Board members approved a conditional use permit for the mine in early June on a 3-to-2 vote. About a month later 12 citizens filed an appeal of the board's decision with the Minnesota Court of Appeals but no court decision on that appeal has been made.
The mine is located on about 19 acres south of St. Charles. The permit contains some 37 conditions the mine must follow.
