The Winona County Sheriff's Departments says a level three sex offender will be released from prison next Tuesday, November 19th, and will take up residence near Minnesota City.
Chief Deputy Ron Ganrude said 34-year-old Joseph Charles Zacher will be living in a residence in the 25-thousand block along Highway 248.
Zacher has a history of sexual contact with female victims ages 12 and 13 according to the Minnesota Department of Corrections. One victim he met at a social gathering prior to an assault. He was also convicted of entering another victim's residence without permission and was not known to the second victim.
Under state statute, law enforcement agencies are required to issue community alerts when level three sex offenders take up residence their jurisdictions.
Level Three offenders are deemed by the Department of Corrections as most likely to reoffend.
Zacher is not wanted by the police and has served his sentence.
