Hebert-Paid Leave



Winona County Administrator Duane Hebert has been placed on paid administrative leave and, in a statement to Winona Radio, says the county board will hold a closed meeting next Tuesday, April 1st, to consider preliminary charges or allegations against him.

Hebert says the decision to place him on paid administrative leave came during a closed meeting of the board on March 25th under the guise of conferring with the county attorney related to a renewable energy project.

The county is facing a possible lawsuit over a proposed renewable energy project where a company alleges the county gave proprietary information to another company.

Hebert said the upcoming closed meeting may be about his wife's employment with that company.

Hebert said, in his statement, that he provided notification to the appropriate Winona County officials about his wife's employment. He also stated it is illegal for an employer to take action against an employee because of the employment situation or identity of their spouse.
  
Hebert said the action taken by the county board, absent an explanation, or opportunity to be heard, is unjust and unwarranted.. He says his right to due process has been violated.

Board Chair Marcia Ward was not immediately available for a response.
