Following a short public hearing, the Winona City Council Monday unanimously approved Rivers Development's plan to build 74 twin home units and a pair of single-family homes.
The city's Planning Commission passed along their recommendation despite hearing objections from residents of Valley Oaks about increased traffic, possible water runoff problems and decreased property values.
Developer Mike Rivers told the council he has spoken to law enforcement about the problems with speeding in the area.
Mayor Mark Peterson said it's a good project and the traffic and property value concerns are not all that valid.
Council members Pam Eyden and Michelle Alexander were absent from Monday's meeting.
