Recorder Shortage

Winona County Recorder Bob Bambenek told the County Board Tuesday reductions in staff at the Government Center combined with cross-training of employees among the different departments has caused problems for his department.

Bambenek says his three employees must also work in the county license center, sometimes at the same time, which leaves his office with little or no experienced staff to help the public.

Winona County Bar Association spokesman and attorney Wayne Pflughoeft said lack of experienced staff is a real and grave concern because many legal documents that need filing are time sensitive.

Bambenek said that while a number of suggestions have been made to help solve the staffing problem they have been either ignored or not implemented.
