Felony Buglary Charges

A dispute between two renters has led to felony burglary charges being sought by Winona Police against one of them.

Deputy Police Chief Tom Williams said 57-year-old Arlin Passehl is also accused of felony damage to property.

Williams said an ongoing dispute between Passehl and a second man in the 500 block of East Third Street got physical Monday evening.

That's when Passehl allegedly forced his way into the second man's apartment armed with a baseball bat. The complaint said Passehl used the bat to damage a computer screen, television set, and a radio before the victim fled the apartment. Passehl is accused of then chasing the victim on the street with the bat before police arrived and made an arrest shortly after 10:00 p.m.
Police had also been called to the same apartment building earlier in the day.

The case has been turned over to the County Attorney's office for determination of formal charges.

Williams said the landlord evicted the victim from his apartment following the incident.
