The Winona City Council will hold three important public hearings Monday night during its regular meeting.
One hearing will be on the request from the Winona Family YMCA to approve an amendment to the city's comprehensive plan. The amendment would allow the Y's current property to be changed from traditional neighborhood to downtown fringe. The change is expected to make the sale of the YMCA building and property more attractive to buyers.
A hearing will also be held on a request from the Winona Heritage Preservation Commission to establish a Windom Park Historical District for the area around Windom Park.
A third hearing will be the city's annual Truth in Taxation hearing on the proposed 2017 budget and property tax levy. The proposed tax levy would be a 10.5 percent increase over the 2016 property tax levy.
The meeting is at 6:30 p.m. Monday at City Hall.....
