Winona’s Board Of Adjustment has tabled a petition that would formally authorize the owner of a property on Gilmore Avenue to continue to use it has it has been for 40 years – which is in apparent violation of the city zoning code. Scott Messenger owns the building at 1150 Gilmore, and is trying to sell it.
The building has been in commercial use since 1980, including as an office for his own insurance company. But, it’s zoned for residential use. For decades, it has been taxed as a commercial building and the zoning mixup went unnoticed. Board members question whether they should rezone the property and have so far tabled the request.
