County Re-Design



Winona County Board members say they want to remain neutral when it comes to a proposal from the Association of Minnesota Counties which  aims to save the state almost a billion dollars in the next few years.
                     
The Minnesota Redesign is described as a bold set of ten proposals to change the way some services are paid for and delivered. One of the proposals would be to implement a county half-cent sales tax as a way to make up for expected lost local government aid.
                     
County Board Chairman Jim Pomeroy said while a proposal like that would benefit Winona County and the state, there are concerns about what the other proposals would the cost county.  Board members unanimously approved a motion to refrain from taking an official position on the proposals until they have an opportunity to fully discuss and analyze them.
                     
The proposals are meant at this stage to generate a statewide discussion before seeking enabling legislation.
